Thomas "T.D." Forrester
Bachelor of Science, Austin Peay State University
Juris Doctorate, Memphis State University
Mr. Forrester retired from the practice of law in 2016 after a decades-long, illustrious career. Mr. Forrester practiced law in Covington, Tennessee, beginning in 1975 as a general practitioner with extensive litigation experience. His areas of practice included criminal defense, general civil litigation, family law and litigation, business and real estate transactions, and probate law.
Mr. Forrester was recognized by his peers as “AV” rated in Marindale-Hubble. In addition, in 2013 Mr. Forrester became a Fellow of the American College of Trial Lawyers, one of the premier legal associations in America. The College of Trial Lawyers is composed of the best attorneys in America and Canada, and membership is extended by invitation only. Members are experienced trial lawyers, who are masters of oral advocacy and who exhibit the highest level of professionalism, civility, and ethical conduct.
Prior to his retirement, Mr. Forrester served as the City Attorney for the City of Covington and the Town of Atoka for many years. 
Mr. Forrester is married to his wife, Kathy, and has three children and seven grandchildren.
Rachel Witherington

Rachel grew up in Tipton County and graduated from Covington High School in 2003. After high school she left the Covington community for over ten years attending college and law school, then settled in Nashville for two years. In 2013 she moved back to her hometown to join Law Office of T. D. Forrester.
Rachel’s practice areas include:
  • Municipal and Local Government Law: Open Government Act, Open Record Act, Land Use and Zoning, Eminent Domain
  • Property Law: Boundary Disputes, Easements
  • Family Law: divorce, post-divorce and custody issues
  • Juvenile Law: Parentage, custody
  • Civil Law: contract disputes
  • Estate Law: Wills, Powers of Attorney, Probate of Estates
Rachel has argued cases in Chancery Court, General Sessions Court, Juvenile Court, and Circuit Court in Tipton County and throughout the judicial district, as well as the Tennessee Court of Appeals for the Western District. She focuses her practice in Tipton, Lauderdale and Fayette counties.
Rachel is the city attorney for the City of Covington and has represented other local governments and governmental entities in the Tipton County Area. She serves as the President of the Tipton County Bar Association and is a member of the Board of Directors for the Carl Perkins Center for Tipton County. She is also a member of the Tennessee Board of Law Examiners Investigating Committee for the 25th Judicial District and is a 2017 class member of the Tennessee Bar Association Leadership Law Class.
Rachel is married to Rob Witherington and lives in Covington, Tennessee.
Leah Forrester Keiser
Graduated from the University of Mississippi with a B.A. and attended law school at Mississippi College School of Law. 
A second generation lawyer, she joined her father, T.D. Forrester and his firm after graduation.
Leah regularly practices in areas of family law specializing in divorce, custody, child support, alimony post-divorce modification and contempt.  Her practice also focuses on wills/estates/conservatorships, real estate, business transactions/incorporation, criminal defense and general civil litigation.
Leah is no stranger to the court room and as a practicing attorney has argued cases in Chancery, Circuit, Probate and General Sessions courts throughout west Tennessee.
Leah is a municipal judge for the city of Ridgely. She serves on the Board of Directors for CASA (court appointed special advocates). She’s a member of the Tennessee Bar Association and Tipton County Bar Association.  Leah is an active member of the Ridgely First United Methodist Church where she serves as chairman of the board of trustees and is on several committees.  In her free time Leah enjoys spending time with her family.
